These guidelines produced by the Inter-Agency Standing Committee (IASC) in 2019 set out what humanitarian actors must do in order to identify and respond to the needs and rights of people with disabilities in humanitarian settings. These guidelines were born out of the Charter on Inclusion of Persons with Disabilities in Humanitarian Action, which was launched at the 2016 World Humanitarian Summit in Istanbul. The Guidelines' recommendations place people with disabilities at the centre of humanitarian action, both as actors and as members of affected populations, in addition to building on other existing humanitarian standards and guidelines.
