
This document clarifies the obligations of States parties in relation to Article 5 of the Convention of the Rights of Persons with Disabilities (CRPD), which protects people with disabilities from discrimination and reaffirms that they are entitled to equal protection under the law. It rose out of concerns that the laws and policies of States parties still approach disability through charity and/or medical models, despite the incompatibility of those models with the Convention. It states the importance of the meaningful participation of people with disabilities, through their representative organizations, in the developing legal and policy reforms to safeguard people with disabilities from discrimination.
