Introduction to disability and equity

Disability equity and rights encompass the fundamental principles of justice for people with disabilities, ensuring their full and equal participation and inclusion in all aspects of society. Taking an approach focused on disability equity and rights means not just providing equal opportunities for people with disabilities, but acknowledging that people with disabilities experience barriers to inclusion. Achieving disability equity and rights therefore requires people to take action to ensure that the barriers experienced by people with disabilities are removed to enable active participation and engagement in society.

Resources provided in this section and the related sub-sections utilises evidence and guidance to highlight how disability equity and rights can be achieved in international development and humanitarian contexts.

Participation of people with disabilities and OPDs

A central principle of the disability rights movement has been 'nothing about us without us', or more recently, 'nothing without us'. This means that no policy or program should be designed, implemented, or evaluated without the active engagement and involvement of people with disabilities. Inclusive development practice recognises the contribution that people with disabilities can make as key stakeholders, when provided opportunities to be involved in decision-making. Article 3 and Article 4.3 of the UN Convention on the Rights of Persons with Disabilities (CRPD) highlight that people with disabilities must play a central and active role in ensuring that their human rights are translated into concrete measures to effectively improve their lives.

One way of doing this, is by engaging Organisations of Persons with Disabilities (OPDs). OPDs, also known as DPOs, are organisations made up of people with disabilities, which exist to represent the interests of their members to progress disability rights and inclusion in society. The CRPD recognises the role of OPDs and requires governments to consult with them in the development of legislation and policies to implement the CRPD. Some OPDs represent people of all disability types, while others may focus on a particular disability type, sectoral issue, or represent geographical areas such as local, provincial, national, regional or international.
